Yes it would be nice if things from previous Windows versions were still there so millions of Windows users don't have to waste hours to search for things that already worked and are now somewhere else, just to obtain no benefit at all. Fortunately, Microsoft has finally admitted that Windows 8's 'metro' interface was a fiasco and they'll come up with an update to help the many users who are confused by it.
Microsoft has admitted nothing that I know of (of the sort you indicate) - if you know of otherwise - a link to back up what you say would be advised. (Prior date/time to you posting.)

Why are you giving an answer *again* that was already given in the conversation ( and acknowledge several times ) six months before? Just to attack someone?
Strangely - when someone creates a product and sells it - they do get to do what they want and sell to whom they want. They may change their mind later and modify things to make more money off it (it could be called 'listening to your customers' - but it all comes down to staying in business and making money, eh?) - but it's there's to do with as they please.

And 'you assume that everything from previous versions of Windws would come with a current version of Windows' is a silly answer to give when the answer is straightforward.
Paint, or Paintbrush, is in Windows/system32/mspaint.exe (case may be slightly different).
To add a shortcut on the Desktop, go to the desktop, right-click on the desktop, choose New, then shortcut, then enter the full path to mspaint.exe, then a shortcut name. Done.

To add a tile with Paint on the horrible 'Metro' screen, click the Start button to go to the horror, then type 'paint' to search for it, and it will be shown. Right-click on the Paint tile shown, then pin to start screen. Click the start button again, use the mouse to scroll out far right to find it. You can move it to another place with the mouse.
All those of us who just want to get done what we have to do would be better off sticking to Windows 7 until Microsoft fixes the broken user interface on Windows 8. I know that some users like the horror, and that's fine so long as they don't force the millions of users who don't want that interface to work with it. I.e. it should have been made opt-in, not mandatory for all.
